With many of the city's main criminals either dead or imprisoned, police had believed the drug war was under control, but it reignited Friday when convicted heroin trafficker Macchour Chaouk was killed in a drive-by shooting.
Mr. Chaouk, who was 65 years old and had multiple assault convictions, was known to police as the head of a family crime syndicate operating in Australia's second-largest city, with a population of four million.
'They basically ran the whole gamut of organized criminal activity,' said Senior Sergeant Greg Davies, secretary of the police officer's union, the Victoria Police Association."
